 تحريف أصاب مقاله ، " ليا فارال" " حول ما كتبه "أبو الوليد المصرى" ـ مصطفى حامد ـ عن إستراتيجية لإختطاف مدنيين وعسكريين أجانب فى أفغانستان .

 

 

(( نظرا لتحريف أصاب مقالها الذى نشرته فى صحيفة " ذى أستراليان" حول ما كتبه "أبو الوليد المصرى" ـ مصطفى حامد ـ عن إستراتيجية لإختطاف مدنيين وعسكريين أجانب فى أفغانستان بهدف مقايضتهم بالأسرى المسلمين فى السجون الأمريكية، " ليا فارال" زودتنا بأصل المقال كما كتبته.

ومع تحفظنا على عدد من النقاط التى وردت بالمقال ، نورد هنا الترجمه العربية ثم النص بالإنجليزية)).

 

 

سياسات إدارة بوش الخاصة بتعذيب المحتجزين حطمت صورة أمريكا ومعظم تأثيرات قوتها الناعمة. المدافعون عن تلك السياسات يقولون بأنها حافظت على الوطن آمنا وأن "النتائج تبرر الوسائل" .

ولكن مقالة عثرت عليها فى الإنترنيت توضح أن تلك السياسات قادت إلى تطوير إستراتيجية جديدة للمقاتلين فى أفغانستان، ولو أنها طبقت بنجاح فإن تلك الإستراتيجية يمكن أن تقوض مهمة "التحالف" فى ذلك البلد .

مؤلف المقال هو شخص قيادى فى القاعدة ويدعى " أبو وليد المصرى " وهو أحد أكثر مستشارى "الملا عمر" وثوقا.

كتب "المصرى " المقال فى أواخر شهر يوليو الماضى بعد ما أمسك " طالبان" بأول جندى أمريكى يؤخذ رهينة فى أفغانستان . وهذا الحدث البارز أعطى "المصرى" فكرة إستراتيجية جديدة تركز على إستمرار حملة خطف تستهدف مدنيين وعسكريين أجانب، وغرضها : أخذ رهائن وإحتجازهم لتأمين إطلاق سراح جميع المسلمين أثناء الحرب على الإرهاب .

موجها مقالته إلى قيادة طالبان قال " المصرى" أن الوقت حان بالنسبة لهم كى يستهدفوا المدنيين الأجانب إلى جانب العسكريين . وإقترح أيضا أن يغيروا قوانين اللعبة كما فعل الأمريكيون . وقال لهم أن من الجائز الآن أخذ المدنيين الأجانب من الشوارع . ونصح بأن هذه الإستراتيجية قد تؤدى إلى تحرير جميع المساجين الذين إعتقلتهم أمريكا فى حربها على الإرهاب . وجادل "المصرى " بأن ما قامت به أمريكا من حجز المسلمين وتعذيبهم ، وفشلها فى التميز بين المدنيين والعسكريين ، يبرر إستخدام الإستراتيجية الجديدة . وقال بأن طالبان ينبغى أن تفعل مثلما يفعل عدوها .

وفى المقال شجعهم على أخذ رهائن على قدر ما يمكنهم الحصول عليه. وأن الحملة التى يقترحها يجب أن يوجها ويقودها مركزيا الملا عمر وجلال الدين حقانى القائد الميدانى الرئيسى لدى طالبان .

" المصرى " شخص مؤثر جدا فى الدوائر القتالية ، وإستراتيجى رائد أثناء الحرب الأفغانية/ السوفيتية ، وقاتل إلى جانب حقانى الذى إرتبط معه بعلاقات وثيقة . " المصرى" أيضا كان أول مقاتل أجنبى يقسم يمين الولاء للملا عمر ، الذى غالبا ما طلب منه النصيحة .

نظرا للإعتبار الذى يحظى به "المصرى" فى دوائر طالبان ، فمن المحتمل أن تمتلك توصياته تأثيرا مستقبليا كبيرا .

محتجز فى إيران ، ومهما يكن، فإن هذه الوثيقة مختلفه عن أعماله السابقة , فهذه أول مرة يعرض إستراتيجة لأمور جارية . وما يجعلها أكثر روعة أن " المصرى" كان دائما صوت ضبط النفس داخل القاعدة ومشهور بإعتدال وبراجماته .

توصياته فى إستراتيجة الإختطاف لمحاربة سياسة الإحتجاز الأمريكية وإستراجاع الأسرى لهى دليل على أن تأثير "جوانتانامو" و" أبوغريب" تخطى حدود الأخلاق والقانون خلال العامين الماضيين .

" المصرى" نشر الكثير بصرف النظر على النتائج المترتبة .

مقالة "المصرى" أول دعوة عامة تصدر عن قيادى محارب ، بخصوص حملة إختطاف طويلة الأمد تستهدف المدنيين والعسكريين ، كرد فعل مباشر على سياسة الإحتجاز الأمريكية فى حربها على الإرهاب .

وهذا الوضع يثبت أن ردة الفعل على " جوانتامو" لها الآن نتائج استراتيجية . فبعد ستة أسابيع على نشر التوجيه أختطف فى إفغانستان صحفى يعمل لحساب " نيويورك تايمز" مع مترجمه الخاص . الصحفى "ستيف فاريل" قال بأن مترجمه سمع أفرد طالبان يتكلمون عن إستخدامه فى تبادل الأسرى .

وهذا يدل على أن هناك نتائج قابلة للإثبات على أن تلك الإستراتيجية قد بدأت العمل على أرض أفغانستان ، وسيكون هناك عمليات إختطاف أكثر إن هى طبقت بالكامل بواسطة طالبان . وحملة من هذا النوع ممكن أن تكتسب قوة إندفاع حقيقية فى أفغانستان على خلاف حوادث الإختطاف فى العراق ولبنان حيث تحتجز المجموعات هناك رهائن لأسباب عديدة . وحملة طالبان سيكون لها وحدة فى الهدف ، ولها أيضا قيادة مركزية ، وأيضا أقليم خاضع لسيطرتها ، وهذا يسمح لتنظيم وإمساك رهائن لفترة طويلة .

ولطالبان جهاز إعلامى متطور يسمح لها بنشر إحتجاز الرهائن،إنه يربح الحرب الإعلامية. وتخيل ما يمكن أن يفعله إحتجاز الرهائن . لقد رأينا تأثير إحتجاز الرهائن فى العراق ، على الرغم من الإشمئزاز الواسع من قطع رؤوس الضحايا .

إستخدام الرهائن كورقة مساومة بدلا من قتلهم سوف يجلب لطالبان كل منافع هذا النوع من الدعاية وبدون نتائج سلبية عمليا. كما أنه سوف ينشط التمرد ، ويظهر طالبان كأنهم أسود .

كما يلاحظ " المصرى " نموذج الفلسطنيين الذين إستخدموا أخذ الجنود والمدنيين الإسرائيليين لتمرير أى شئ .وبإمكان هذه الإستراتيجية أن تكون ناجحة جدا .

أن ظهور حملة إختطاف منظم فى أفغانستان سيكون كابوسا فى مجال الدبلوماسية العامة بالنسبة إلى "بارك أوباما " الذى يكافح من أجل إحتواء موضوعات الإحتجاز العشوائى .

ويبقى كثير من الناس غاضبون من معالجة أمريكا لموضوع المحتجزين .والبعض سوف يحتفلون ذات مساء بتحقيقها وربما بعليقها . 

" النتائج تبرر الوسائل " على وشك أن تفجر المشكلة الأفغانية وهذا قد يكون تراث جوانتاناموا الحقيقى .

THE detention policies of the Bush administration and its sanctioning of detainee torture destroyed America’s international image and much of its soft power influence. Apologists for these policies say they kept the country safe and so the ends justify the means. But an al-Qa’ida article I have unearthed on the internet shows these policies have driven the development of a new strategy for militants operating in Afghanistan. If successfully adopted, this strategy could seriously undermine the coalition mission in the country.

The author of the article is senior al-Qa’ida figure Abu Walid al-Masri, one of Taliban leader Mullah Omar’s most trusted advisers. Masri wrote the piece in late July, shortly after the Taliban captured the first American soldier to be taken hostage in Afghanistan. This milestone gave Masri the idea for a new strategy. It was centred on a sustained kidnapping campaign targeting foreign civilian and military personnel in the country. Its purpose: to take hostages and hold them to secure the release of all Muslims taken prisoner in the war on terror.

Directing his article at the Taliban’s leadership, Masri said it was time for them to start targeting foreign civilians as well as military personnel. He suggested that they, too, change the rules of the game as America had done. He told them it was permissible to now start taking foreign civilians from the street. Using this strategy, he advised, could result in the liberation of all prisoners held by America in its war on terror.

Masri argued America’s detention and torture of Muslims, and its failure to distinguish between civilians and the military, justified the use of this new strategy. He said the Taliban should do as its enemy does.

In the article, he encouraged them to take as many hostages as they could possibly hold. The campaign, he advised, should be co-ordinated and centralised under the authority of Mullah Omar, and Jalaladdin Haqqani, a key Taliban field commander.

Masri is an extremely influential figure in militant circles. A leading strategist during the Afghan-Soviet war, he fought alongside Haqqani, with whom he shares a close relationship. Masri was also the first foreign militant to swear allegiance to Mullah Omar, who often deferred to him for advice. Given the regard in which Masri is held in Taliban circles, his recommendations are likely to gain significant traction.

Iranian custody. However, this document is markedly different to his previous works. It is the first to offer current strategic guidance. What makes it more remarkable is that Masri has always been the voice of restraint within al-Qa’ida, and renowned for his moderate pragmatism. His recommendation of a strategy of kidnapping to combat America’s detainee policy and retrieve prisoners is evidence the impact of Guantanamo and Abu Ghraib extends beyond moral and legal Over the past two years, Masri has published prolifically - despite supposedly being in consequences.

Masri’s article is the first public sanction by any senior militant figure of a systematic, long-term kidnapping campaign targeting civilians and military personnel in direct response to US detention policy in its war on terror. This shows Guantanamo blowback now has strategic consequences.

Six weeks after the directive was released, a journalist with The New York Times was kidnapped in Afghanistan along with his interpreter. The journalist, Stephen Farrell, told of how his interpreter overheard the Taliban talking about using him for a prisoner exchange. This suggests there are now demonstrable consequences of this strategy on the ground in Afghanistan. There will be more kidnappings if it is fully embraced by the Taliban.

A campaign of this type could gain real traction in Afghanistan. Unlike kidnappings in Iraq and Lebanon, where groups take hostages for many reasons, a Taliban campaign would have uniformity of purpose. It would also have a central command as well as territory under its control. This would allow it to organise and hold hostages for long periods of time.

The Taliban has a sophisticated media apparatus through which it could publicize holding of hostages. It is already winning the media war. Imagine what taking hostages would do.

We’ve seen the impact hostage-taking had for al-Qa’ida in Iraq, despite widespread disgust at its beheading of victims. Using hostages as a bargaining chip instead of killing them would bring the Taliban all the benefits of this type of publicity, with virtually no negative consequences. It would energise the insurgency and lionize the Taliban.

As Masri notes, if the example of Palestinian groups taking Israeli soldiers and civilians is anything to go by, this strategy has the potential to be highly successful.

The emergence of a systematic kidnapping campaign in Afghanistan would be a public diplomacy nightmare for Barack Obama, who is already struggling to contain detainee issues fallout. Many people remain angry at America’s treatment of detainees. Some would celebrate an evening of the score and perhaps even sanction it. The ends justifies the means is about to blowback on to the Afghan conflict.

This may be the real legacy of Guantanamo.
